Wrap Up: Y-12 Contractor Reaches Labor Deal With Union Group

Consolidated Nuclear Security, the management and operations contractor for the Y-12 National Security Site in Tennessee, said Tuesday it had sealed a five-year labor agreement with the Knoxville Building and Construction Trades Council.

The Council is an umbrella organization encompassing 16 local unions, according to a CNS press release.

The labor agreement will expire on Sept. 30, 2021, with an option allowing CNS to extend it without additional negotiations through Sept. 30, 2026. CNS spokeswoman Ellen Boatner said the company could not discuss details of the negotiations or the terms of the deal, but that the agreement makes the Trades Council eligible for any construction work at the National Nuclear Security Administration nuclear arms facility.

“CNS is pleased discussions between the two parties have resulted in a new labor agreement and recognizes the Knoxville Building and Construction Trades Council membership’s contributions to Y-12 and national security,” the company said in the press release.

 

The National Nuclear Security Administration’s (NNSA) Office of Defense Science is extending for two months its task order with Corporate Allocation Services Inc. (CAS), for technical and analytics support services associated with the 1958 United States-United Kingdom Mutual Defense Agreement, according to a Sept. 9 limited sources justification notice.

Under the mutual defense agreement, the U.S. and U.K. exchange nuclear technology, materials, and sensitive data to enhance both countries’ nuclear weapons design and development. The agreement is considered key in the development of the U.K. Trident system, the country’s nuclear deterrent, and was renewed in 2014 for another decade.

CAS received the current task order in August 2013 with a ceiling of $417,460.27 and Sept. 11, 2016, expiration. The modification extends the period of performance to Nov. 11 and is valued at an additional $27,841.53. CAS will continue to offer advisory services involving technical programmatic activities under the defense agreement and the sharing of restricted information through the Joint Atomic Information Exchange Group (JAIEG).

The notice said NNSA’s Office of Defense Science needs continuous support of this kind, namely for the roughly 600 JAIEG meetings conducted per year and other classified technical records management activities. It added that the government will compete a follow-on requirement for technical support services and expects to issue an award by Nov. 11.

 

BWX Technologies (BWXT) said this week it has appointed James Jaska, Kenneth Krieg, and Barbara Niland, three longtime defense industry leaders, to its Board of Directors as part of the board’s continuing succession planning and refreshment activities.

Jaska is president and managing director of Nova Global Services, an operations and advisory firm. He previously oversaw worldwide operations of AECOM’s government group and held executive roles in the company for over 10 years, the announcement said. He also held leadership positions at Tetra Tech, Honeywell, and other companies.

Krieg, founder of the Samford Global Strategies consulting practice, worked for over 20 years in Defense Department acquisitions, including two years as the undersecretary of defense for acquisition, technology, and logistics. He previously spent 11 years at International Paper as well as on assignments with the White House, National Security Council staff, and Office of the Secretary of Defense, the announcement said.

Niland served for over five years as vice president of business management and chief financial officer at Huntington Ingalls Industries. She also spent over 30 years with Northrop Grumman and the former Westinghouse Electronics, including as vice president of finance and controller for the company’s electronic systems sector, in addition to being named chief financial officer of the combined Northrop Grumman shipbuilding business in 2008, it said.
