The Department of Energy has named retired Air Force Col. Barton Barnhart as the Office of Environmental Management’s Deputy Assistant Secretary for Program Planning and Budget, effective this week. The position was previously held in an acting capacity by Connie Flohr. “His previous positions included serving as Director of Installations at the U.S. Air Force Central Command headquarters, where he guided $600 million in construction contracts and $650 million in service and commodity contracts per year, and planned and executed an annual $200 million building operations/maintenance and physical security systems construction budget,” EM Acting Assistant Secretary Mark Whitney said in a June 16 message to employees. “Barton also served as Chief of the Real Property Management and Operations Division for the U.S. Air Force Office of the Chief Engineer, and as Chief of Environmental Planning, Programming and Budget for the Office of the Deputy Under Secretary of Defense for Installations and Environment, among other positions.”
The Department of Energy has named Joshua Allen of the Richland Operations Office as the DOE Facility Representative of the year, and has also awarded Richland’s Mark Hahn as the Annual Safety System Oversight Award, the Defense Nuclear Facilities Safety Board announced late last week. “Mr. Allen’s hard work and effective oversight contributed significantly to the safety of operations at Hanford’s solid waste complex, a challenging group of transuranic waste facilities and operations to oversee, making him well deserving of this personal honor,” DNFSB Vice Chairman Jessie Roberson said in a June 12 letter. In a separate letter, Robeson noted: “Mr. Hahn, through hard work and dedication, applied his expertise in confinement ventilation systems to improve the safety of both the workers and the public, not only at Hanford, but at the Waste Isolation Pilot Plant where he provided support during the accident investigation and recovery activities.”
