Moses Madera has been named manager of diversity programs and employee concerns at the Department of Energy’s Oak Ridge office. Before coming to Oak Ridge, Madera was deputy equal employment opportunity officer at the Naval Undersea Warfare Center. He holds a master’s degree in aeronautical science from Embry Riddle Aeronautical University.

Bobby Russell has been named the new chief engineer of B&W Conversion Services, LLC, which operates the Department of Energy’s two depleted uranium hexafluoride (DUF6) conversion plants. Russell previously served as division engineering manager of B&W Pantex, according to a BWCS release issued this week. He replaces Kent Fortenberry, who left BWCS at the end of May to become chief engineer at Savannah River Remediation, LLC, the liquid waste contractor for the Savannah River Site. “Bobby brings ideal engineering capability in nuclear operations to this position, with more than 20 years of engineering and operations experience under the National Nuclear Security Administration,” BWCS President and Project Manager John Woolery said in the release.
Mark Baca, a former official at the National Nuclear Security Administration, has joined the consulting firm Longenecker & Associates as a senior associate. Prior to retiring from the NNSA in 2009, Baca served as the Associate Director of the Office of Technical Services at the NNSA Service Center, according to an L&A release issued late last week. “After retirement he has provided consulting services to government contractors and private companies in the areas of competition strategies, management assessment, and quality assurance policy and procedures,” the release says.
Kristy Kistner has been named director of the Office of Quality at Oak Ridge Associated Universities. She previously was a project manager in the office, which coordinates the quality management system and quality assurance. As director, she will be responsible for compliance with Department of Energy requirements. Kistner has a master’s degree in international affairs from George Washington University.
