Navy Adm. John Richardson will at 1 p.m. today assume his position as Chief of Naval Operations at the U.S. Naval Academy in Annapolis, Md., and current CNO Adm. Jonathan Greenert will retire. Before the change of command, Richardson served as Director of the Naval Nuclear Propulsion Program.

NEW: Via public records request, I’ve been able to confirm reporting today that a warrant has been issued for DOE deputy asst. secretary of spent fuel and waste disposition Sam Brinton for another luggage theft, this time at Las Vegas’s Harry Reid airport. (cc: @EMPublications)
