The Environmental Protection Agency sent its proposed draft of the federal implementation plan (FIP) for compliance with proposed carbon emissions standards for existing coal-fired power plants to the White House Office of Management and Budget this week. The proposed FIP will be implemented in states that do not submit a state implementation plan (SIP) for compliance with the proposed standards, which are also currently being reviewed by OMB for an expected August finalization. Under the proposed rule, dubbed the Clean Power Plan, states and required to submit a SIP to meet federally set state-specific emissions reduction goals or be subject to the implementation of a FIP. The proposed FIP is expected to be released alongside the final version of the Clean Power Plan.
