Wrap up: U.S. reaffirms nuke nonproliferation stance; NNSA Technomics contract, Oak Ridge salamanders and more

In a statement Monday from State Department spokesperson Matthew Miller, the U.S. reaffirmed its commitment to the Treaty on the Nonproliferation of Nuclear Weapons.

“For more than fifty years, the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) has endured as the foundation of a system built on nuclear restraint,” Miller said. “The challenges we face today serve as a stark reminder of why the NPT is indispensable and remains the cornerstone of the global nuclear nonproliferation regime.”

For the next two weeks, the United States, led by Special Representative of the President for Nuclear Nonproliferation Adam Scheinman, will join other NPT States Parties for the 2023 Preparatory Committee Meeting (PrepCom) in Vienna to address the top challenges facing the nonproliferation regime and further strengthen the NPT.

The National Nuclear Security Administration (NNSA) intends to solicit and award a sole source contract to Technomic’s located in Arlington, Va. 

The government is considering this 6-month contract to provide time to draft a competitive solicitation for a five-year award for this requirement. The anticipated date of issuing the solicitation for the five-year award is the first quarter of fiscal year 2023. 

No acquisition strategy has been selected to date for the competitive solicitation for the five-year award. Technomic’s will perform studies such as analysis of alternatives, planning studies, and business case analysis for various programs within the NNSA to support planning, programing, budgeting, and evaluation (PPBE), capital acquisitions, and weapon modernization program decisions.

The Fluor-led operations contractor at the Department of Energy’s Savannah River Site in South Carolina promoted Dennis Carr to CEO following Stuart MacVean’s retirement on Thursday, July 27 a company spokesperson said via email.

Carr becomes president and CEO of Savannah River Nuclear Solutions after serving as an executive vice president and chief operating officer for the contractor’s increasingly important National Nuclear Security Administration (NNSA) work at the site for the past five years. Carr is a former president of Fluor-BWXT Portsmouth at DOE’s Portsmouth Site in Ohio, according to his company bio and LinkedIn profile.

Carr has been with Fluor as a manager for more than 20 years and altogether has had a 40-year career working on government-owned nuclear and environmental projects, according to his biography.

Scientists at Oak Ridge National Lab in Tennessee are developing crosswalks for wildlife on the reservation, especially four-toed salamanders, who are considered at risk, Tennessee’s WBIR reports

Evin Carter, a researcher at the lab, told the NBC affiliate that roads are a barrier for most animals who live in Oak Ridge’s wetlands. 

“They don’t move across the landscape as much,” Carter said. “We really want to use the Oak Ridge Reservation and the National Environmental Research Park as a proof of concept for good management practices.”
