Ed Najmola, the construction vice president for Mixed Oxide Fuel Fabrication Facility contractor CB&I AREVA MOX Services, is leaving for a corporate post at CB&I this month. Taking over as acting construction vice president will be Danny Hosey, most recently the contractor’s area project manager for HVAC. Najmola joined MOX in 2010 and the change comes after this month former MOX Services President Kelly Trice also moved to a corporate position. “Ed has done a lot for the MOX project over the past five years, including overseeing many quarters of construction without the NRC citing a violation and ensuring positive labor relations. The MOX Services management team and workforce appreciate Ed’s efforts and we all wish him well in his new endeavors,” MOX Services President David Del Vecchio said in a statement. Hosey has been with MOX since 2003.

Glenn Morgan of Huntington Ingalls Industries has been promoted to vice president of nuclear materials operations and will serve as Savannah River Nuclear Solutions’ deputy director of EM operations, Huntington Ingalls announced last week. He takes over for Steve Howell, who is now SRNS director of strategic initiatives. Morgan was previously director of reactor services engineering at Newport News Shipbuilding, and will now be responsible for the M&O contractor’s projects at H-Canyon including plutonium oxide production and spent fuel processing and disposition and oversee SRNS’ environmental management operations. SRNS is a partnership between Fluor, Honeywell and Huntington Ingalls’ Newport News Shipbuilding division.

Canadian firm WSP Global has reached a deal to purchase Parsons Brinckerhoff from parent company Balfour Beatty for approximately $1.35 billion. The deal, announced last week, entails an enterprise value of approximately $1.24 billion and a “cash consideration” of up to $110 million, according to a release. The terms of the deal have been approves by the Boards of both WSP and Balfour Beatty, and the two companies expect to complete the transaction in the fourth quarter of this year.

Mark Baca, a former official at the National Nuclear Security Administration, has joined the consulting firm Longenecker & Associates as a senior associate. Prior to retiring from the NNSA in 2009, Baca served as the Associate Director of the Office of Technical Services at the NNSA Service Center, according to an L&A release issued late last week. “After retirement he has provided consulting services to government contractors and private companies in the areas of competition strategies, management assessment, and quality assurance policy and procedures,” the release says.

The National Nuclear Security Administration recognized two companies this week for their efforts to eliminate the use of highly enriched uranium in the production of medical isotopes. The NNSA recognized United Pharmacy Partners, LLC., (UPPI) and Lantheus Medical Imaging, Inc., (LMI) for their efforts to increase the use of non-HEU-based molybdenum-99. The NNSA has spent the better part of three years trying to ensure the domestic supply of Moly-99, a medical isotope used in millions of procedures annually, through the use of low-enriched uranium. "Increasing the distribution and use of non-HEU-based Mo-99 is a significant milestone for public health and a critical step toward ending the use of weapons-useable HEU in medical isotope production around the globe,” NNSA Deputy Administrator for Defense Nuclear Nonproliferation Anne Harrington said in a statement. “NNSA’s efforts, and those of our partners, not only support global nuclear nonproliferation objectives, but are critical to ensuring a reliable global supply of Mo-99.”

Perma-Fix Environmental Services has settled an insurance claim for a fire that occurred at its hazardous waste facility in Valdosta, Ga. for approximately $8.5 million, according to a filing with the Securities and Exchange Commission this week. The fire, which occurred last August, badly damaged the facility and resulted in three workers being injured. Perma-Fix filed an insurance claim for losses and damages in connection with the fire and had received approximately $4.65 million from its insurance carrier. The settlement will pay the company an additional $3.85 million, which is expected to be booked in the second quarter of 2014. According to Perma-Fix spokesperson Anne Smith, the settlement offers the company flexibility with what to do with the plant going forward. “The plant was covered by the insurer,” Smith said. “The Settlement was a mutual agreement. The time and permit complexities involved in rebuilding the plant under the policy standards would take time and would be restrictive.  This settlement provides us flexibility on next steps with the plant.”

Holtec International and NAEK Energoatom, the Ukrainian state nuclear enterprise that operates the country’s nuclear plants, signed an amendment last week to its contract for construction of a spent nuclear fuel central storage facility. The two sides originally entered into a contract back in 2005, but delays in the approval of a law that would give Energoatom land in the Chernobyl Exclusion Zone for the facility caused the project to go off track. Due to the delays, the contract needed to be amended to resume work, beginning with the development of design documents. The amendment also offers new contract terms. “In particular, new contract terms will include switching from the tender-based price build up formula to the ‘cost+’ formula, new financing mechanism and Energoatom’s taking over responsibility for part of the works,” Holtec said in a release. Construction completion and commissioning of the facility is scheduled for the end of 2017.

Perma-Fix Environmental Services has won a contract to provide waste treatment services for the Department of the Navy. The contract, worth approximately $9 million including option periods, calls for the transportation, treatment, and disposal of Naval Nuclear Propulsion Program (NNPP) generated mixed wastes. Perma-Fix will utilize all four of its treatment plants to treat the waste stemming from both coasts and Hawaii. The base term of the contract is one year, with options that would extend it to May 2019. “Perma-Fix has provided waste treatment services for over 10 years to the Naval Nuclear Program in support of our Country’s defense efforts,” Perma-Fix CEO Lou Centofanti said in a statement. “Winning the competitive bid and retaining this work enables us to continue our relationship with NNPP in support of their important missions.”

Perma-Fix Medical Services, a subsidiary of Perma-Fix Environmental Services, will add Stephen Belcher to its advisory board. Belcher, who has 19 years of nuclear pharmaceutical experience, has already provided “valuable strategic insight” while “bringing very deep industry relationships,” according to Perma-Fix CEO Lou Centofanti. “I am excited to join Perma-Fix Medical’s advisory board at this major inflection point,” Belcher said in a statement. “I believe the technology they developed has the potential to reshape the global supply chain of Tc-99m in the United States and around the world.  Perma-Fix Medical’s process addresses major environmental and political issues surrounding the current production method, which involves the use of weapons grade uranium.  Perma-Fix Medical’s process does not utilize any form of uranium, is cost effective and should help create a more reliable supply chain for Tc-99m around the world.”

Randy Garver, the head of the protective force at the Savannah River Site, is retiring next month and will be replaced by Mark Bolton. Garver, who joined protective force contractor WSI-SRS in 2004, has served as the company’s senior vice president and general manager since September of 2008. He is expected to retire May 15. Bolton currently serves as WSI-SRS’ vice president and deputy general manager.

Babcock & Wilcox officially announced late last week that it is restructuring its government operations by having its Technical Services Group, its subsidiary operations at Nuclear Fuel Services, and its Nuclear Operations Group report to one leader. As WC Monitor first reported, Sandy Baker, who is currently president of the Nuclear Operations Group, will be President and Chief Operating Officer for Government Operations. “Consolidating these operations under a single leader helps us to better leverage the synergies that exist between our government nuclear business and our management and operations initiatives,” B&W President and CEO James Ferland said in a release. “The restructuring also provides for greater efficiencies that will result in cost savings to B&W and our customer.” B&W’s release late last week made no mention of TSG President George Dudich, but a company spokeswoman said Dudich “left B&W to pursue other interests.” Also as WC Monitor first reported, Ken Camplin has been named Vice President and Chief Business Development Officer for B&W’s government operations, and Chuck Spencer, will serve as Chief Operating Officer of TSG. Both Camplin and Spencer will report to Baker.

Savannah River Remediation, the liquid waste contractor at the Savannah River Site, last month surpassed 4 million hours without a lost work day. The last lost work day occurred on March 25, 2013. SRR President and Project Manager Ken Rueter said in a statement: “I’m particularly proud of our employees’ focus on safety in one of most trying years I can remember. In the best of times, their high-hazard worksites and complex construction activities pose daily challenges. But the added trials of the past few months, from furloughs and downsizings to the worst winter weather in a decade, created distractions that required redoubled vigilance and dedication in every task.”

Former Nevada Site Office Manager Stephen Mellington has joined Longenecker & Associates as a senior associate. Mellington retired from a 35-year federal career in 2012, serving the last four years as the top federal official at the Nevada National Security Site. Mellington previously served as the site office’s Assistant Manager for Environmental Management. Prior to joining the Nevada Site Office, Mellington worked 10 years with the Bureau of Land Management in Nevada. “Steve is a great professional, and he will strengthen our capabilities in the NNSA and overall DOE market,” L&A President John Longenecker said in a statement.

The American Nuclear Society has honored the five-year, billion-dollar demolition of the World War II-era K-25 uranium-enrichment facility in Oak Ridge. According to information from the Department of Energy, the project has been selected for the Project Excellence Award from the society’s Decommissioning and Environmental Services Division. The award is to be presented June 16 at the society’s summer meeting in Reno, Nevada. The demolition work began in December 2008 by Bechtel Jacobs Co., then DOE’s cleanup manager in Oak Ridge, and was completed early this year by URS-CH2M Oak Ridge, the current contractor managing the Oak Ridge environmental program.

FutureGen 2.0 continues to make progress, having received approval on the pipeline to its storage site. The 30-mile underground pipeline which will carry CO2 to a storage site in Morgan County, Ill. received approval from the Illinois Commerce Commission Tuesday evening. The approval is contingent on the final federal approval of the project. A permit for four injection wells at the storage site was approved by the Environmental Protection Agency in March and a final decision on that permit is expected late this summer.

The South African Centre for Carbon Capture and Storage (SACCCS) is seeking a senior CO2 geological storage expert to fill a vacancy on their Pilot CO2 Storage Project (PCSP) team. The expert will fill the role of technical manager on the project and will be responsible for the management and delivery of all technical aspects of the project. PCSP was developed to further evaluate the potential for carbon storage in the KwaZulu Natal and Eastern Cape regions of South Africa by exploring the geological suitability of those regions and to better understand the role of carbon capture and storage in reducing CO2 emissions in South Africa. The Army Contracting Command at Rock Island Arsenal in Illinois awarded a contract to General Dynamics Ordnance and Tactical Systems, Inc. for the demilitarization and disposal of 78,000 depleted uranium rounds. The contract, worth approximately $12.7 million, will be performed in St. Petersburg, Fl. with an estimated completion date of Sept. 30, 2015. The plan for the disposal of the depleted uranium remains unclear right now. The Army Contracting Command and General Dynamics Ordnance and Tactical Systems did not return calls for comment this week.

Stephen Geier has joined GEI Consultants as a senior project manager for its nuclear practice. Geier previously worked for Constellation Energy Nuclear Group and UniStar Nuclear Energy, and he will be based out of the firm’s Washington D.C. office. “Steve comes to GEI with a wealth of knowledge and experience working directly for nuclear facilities in a variety of technical leadership roles,” Robert Lambe, vice president and director of GEI’s nuclear practice, said in a release issued this week. “As GEI continues to forge ahead as a leader in the nuclear engineering market, Steve’s familiarity with regulations, processes, and best practices will further expand our contributions to our clients.”

George Dials has joined the staff of Los Alamos National Laboratory as a senior executive advisor, NS&D Monitor has learned. Dials previously headed up B&W Conversion Services, LLC, which manages the Department of Energy’s two depleted uranium hexafluoride conversion plants, from late 2010 until he left Babcock & Wilcox this spring. He also previously served as president and CEO of B&W Y-12, LLC. Los Alamos did not return calls for comment late this week.

Robert Powell, a UC Davis chemical engineering and materials science professor, has been appointed to the Boards of Governors for Los Alamos National Security and Lawrence Livermore National Security as an executive committee governor, according to Norman Pattiz, the chairman of both boards. Powell replaces William Frazer, who had served on the boards for the last seven years. Powell has served as the chair of UC Davis’s Chemical Engineering and Materials Science Department since 2011, and was appointed by California Gov. Jerry Brown as science advisor to the Secretary of the California National Resources Agency. “Bob is highly respected by the UC regents and President Janet Napolitano as a senior academic leader and faculty representative within the University of California,” Pattiz said in a statement. “As former chair of the UC Academic Council Special Committee on Laboratory Issues, he has substantial experience with the UC-affiliated national laboratories. Bob’s knowledge of the university and the R&D capabilities of Lawrence Livermore and Los Alamos supports the university’s key role of assuring the labs’ science and technology excellence.”
