Wrap Up: Oak Ridge Cleanup Office Gets New Deputy Manager

The Energy Department has chosen agency veteran Laura Wilkerson as deputy manager at the Oak Ridge Office of Environmental Management (OREM) in Tennessee.

Wilkerson has been at DOE for 25 years and was previously director of OREM’s Planning and Execution Division, which helps coordinate remediation at the East Tennessee Technology Park, the Y-12 National Security Complex, and the Oak Ridge National Laboratory.

In her new role, Wilkerson will manage day-to-day cleanup operations at the 32,000-acre Oak Ridge Reservation. “We are very fortunate to have Laura help lead our organization forward as we begin crucial new phases of cleanup at Y-12 and ORNL,” OREM Manager Jay Mullis said in a Wednesday press release. “She brings an extensive amount of experience and in-depth knowledge about both of those sites, our employees, vision, goals, and challenges, and she will use that to ensure we maintain our momentum.”

Environmental Management at Oak Ridge has lacked a permanent deputy manager since Mullis was promoted to the top slot in November 2017. Wilkerson and David Adler, both division directors at OREM, have served stints as acting deputy manager since then.

Previously at Oak Ridge, Wilkerson served as a portfolio federal project director for cleanup and waste management at Y-12 and transuranic waste disposition. She also was the portfolio federal project director for the $630 million in American Recovery and Reinvestment Act funds that OREM received during the Obama administration. She started at the Energy Department as a program manager for facilities and infrastructure at Oak Ridge National Laboratory.

“It’s an honor to continue working alongside Oak Ridge’s outstanding men and women who are transforming the region and setting the standard for cleanup nationwide,” Wilkerson said in the DOE press release.

 

Albuquerque, N.M.-based Energy Department contractor Strategic Management Solutions Inc. has promoted longtime executive David O’Flynn to president effective Jan. 1.

O’Flynn, currently senior vice president at SMSI, is a veteran of project management, construction, engineering, and nuclear infrastructure work across the Energy Department and National Nuclear Security Administration complex, the company said in a Wednesday press release.

“David’s capability to not only excel in all technical aspects of the business, but also his robust financial and business-development skills, will ensure SMSI’s success into the future,” SMSI President and CEO Lee Bernstein, who is keeping his chief executive responsibilities, said in the release.

O’Flynn has 30 years of industry experience, joining SMSI management in 2003 after holding posts at Bechtel National, ICF Kaiser, and other employers, according to his LinkedIn profile. He has been instrumental in winning and managing contracts valued at over $500 million, including SMSI’s role as a subcontractor to new Los Alamos National Laboratory management and operations prime Triad National Security, Strategic Management Solutions said.

The company also holds DOE contracts for the Portsmouth/Paducah Project Office in Lexington, Ky., the Lawrence Livermore National Laboratory in California, and the Idaho National Laboratory, according to the SMSI website.

“We’ve won significant contracts over the last couple of years, plus we’ve added many very talented people,” O’Flynn said in the news release. “As a result, our prospects are exceedingly bright.”

O’Flynn will continue to work from his home office in Virginia.

A small business founded in 2000, Strategic Management Solutions provides management and technical or engineering services to the Energy Department, NNSA, national laboratories, and industry clients. The company also has offices in Los Alamos, N.M., Oakland, Calif., and Lexington, Ky.
