The Department of Energy is seeking a contractor to provide technical support services for the Oak Ridge Office of Environmental Management (OREM).
The five-year, indefinite-delivery/indefinite-quantity contract features a $20,000 minimum value of services and a $49 million maximum, according to the request for proposals issued on Thursday. The RFP is a small business set-aside and is likely to include firm-fixed-price and time-and-materials task orders, according to the DOE announcemenmt.
Operations under the contract will include project planning and baseline support, operation and maintenance of project planning and baseline management systems, independent government cost estimate support, senior management technical support, and portfolio federal project director technical support. Department of Energy veteran Brian Henry has been appointed portfolio federal project director for cleanup at the Y-12 National Security Complex in Oak Ridge, Tenn., DOE announced Monday in a press release.
In his new role at the Oak Ridge Office of Environmental Management, Henry will oversee planning for and execution of current and upcoming Y-12’s cleanup projects, including preparations for the Mercury Treatment Facility that DOE said will “control and limit potential increases in mercury migration resulting from the future demolition of Y-12’s large, mercury-contaminated buildings.” Mercury cleanup at Y-12 has been estimated to cost in the neighborhood of $3 billion.
Henry will also oversee procurement and management of the Environmental Management Disposal Facility: a six-cell landfill expected to cost about $800 million to build and operate for several decades. That includes roughly $150 million in construction costs.
Henry, an 18-year veteran of the federal service, was previously the interim Y-12 portfolio federal project director. He was also previously Oak Ridge’s senior project manager for the Environmental Management Disposal Facility. He has worked both at DOE and in civilian roles for the Navy and Air Force, according to the press release.
The Department of Energy and Hanford Site prime contractors will hold the annual Bridging Partnerships Small Business Symposium on Oct. 19 at the TRAC Center in Pasco, Wash. An evening reception is planned the day before, with events scheduled from 8 a.m. to 3:30 p.m. Oct. 19 to help businesses learn contracting tips and tricks, understand the scope of work at the Hanford cleanup site.
Sessions include a talk by Shaun Kennedy of the law firm Oles Morrison Rinker & Baker on negotiating subcontracts in federal procurements. Hanford leaders representing DOE and three of the site’s prime contractors will discuss the state of the former plutonium production facility.
