Two Firms Protest Navarro’s Win of New NNSS Enviro. Programs Contract

Two companies have filed protests with the Government Accountability Office over Navarro Research and Engineering’s win of the new Nevada National Security Site environmental program services contract. The GAO currently expects to resolve the protests, filed by Portage and INTERA, by late January, according to the agency’s website. Navarro and Portage declined to comment on the issue this week, while INTERA did not respond to a request for comment. The National Nuclear Security Administration’s Nevada Field Office also declined to comment this week.

Navarro, Portage and INTERA had been among the five bidders on the new NNSS environmental services contract, which has been valued at $59 million for performance over a one-year base period with four one-year option periods. INTERA had been teamed with Navarro on the previous NNSS environmental program services contract, but chose to lead its own bid for the recompete. Along with its GAO protest, INTERA also has filed a size standard challenge over Navarro’s win with the Small Business Administration, with the SBA expected to make a decision on that challenge by the end of this month.
