A baker’s dozen of contractors joined Department of Energy representatives May 29 to learn more about the draft solicitation for a new small business landlord contractor at the Paducah Site in Kentucky.
The DOE Office of Environmental Management issued a draft request for proposals (RFP) last month for a small business to act as a city manager to oversee roads, grounds and day-to-day property issues for DOE’s environmental contractors at the former gaseous diffusion plant complex.
In addition to incumbent Swift & Staley, other DOE contractors who registered for the site tour and information session are Alutiiq Logistics and Maintenance Services, Banda Group International, Capital Energy Group, Cavendish Nuclear USA, Leidos, Los Alamos Technical Associates, Navarro Research and Engineering, North Wind, Parsons Corporation, TFE, Tsay Services and WAI Construction Group.
Several contractors had more than one representative registered for the event.
Feedback on the draft solicitation was due Thursday, June 13. Earlier last month, DOE agreed to again extend incumbent Swift & Staley by up to 16 more months, from Aug. 1, 2024 through Nov. 30, 2025.
Swift & Staley has handled the work since October 2015 and, thanks to several extensions, the current agreement has a value of $396 million. In March 2023 DOE canceled the new long-term contract awarded to Swift & Staley in December 2020. The 2020 award was invalidated by the courts, which found Swift & Staley failed to meet the size criteria set by the Small Business Administration for the procurement.
