TEXAS COMPACT NARROWS ITS RULES REVIEW

The Texas Compact Commission’s rule review took a more definitive shape last week during the Compact’s public meeting as the committee dedicated to the review listed nine categories of emphasis that needed to be addressed. Previously, members of the Commission had said that “everything and anything” was under review. The nine points of emphasis, according to Chairman Bob Wilson, include:

Does the Compact want to change the import application process?
Does the Compact want to change the export application process?
How to process brokerage operation?
Should the Compact charge fees?
On unresolved violations, what kind of violations does the Compact care about? Is there any dealing with radioactive material licensing? What are violations anyway? Is allegation enough?
Should the Compact amend the forums? (Wilson said they will do that)
Should the Compact change the way it notices amendments?
White paper issues?
Given the way Texas site works, how does the Compact integrate what the Compact says and what Texas legislation adopted since the Compact?

Wilson indicated that the rules committee was still discussing and collecting information on these areas of emphasis. “We haven’t come up with any language yet,” he said. “In early January, we are going to be meeting with various brokers that want to explain to us what they do, and we will take that under consideration.” After this step, the Compact would release a draft of the new rules, Wilson said.
