Approximately five teams are believed to have formed to go after the Department of Energy’s new deactivation contract for the Paducah Gaseous Diffusion Plant, according to industry officials. Among the potential bidders is a team of CH2M Hill with B&W and URS; a team of Fluor with LATA; a team of Bechtel with EnergySolutions and North Wind; and a team of CB&I with AREVA. A fifth team of AECOM with Stoller is also believed to have formed, according to industry officials.
The new Paducah deactivation contract is the first to be competed under DOE’s latest set of unrestricted national Indefinite Delivery /Indefinite Quantity cleanup contracts. According to a draft Request for Technical Proposals issued in May, the new contract is set to run for three years and will be a cost-plus-award-fee-type contract with firm-fixed price elements. Work to be performed under the contract will include facility deactivation, surveillance and maintenance and utility operations; deactivation, decontamination and demolition; the construction of an on-site disposal waste facility; and post-Gaseous Diffusion Plant shutdown cleanup activities.
