SENATE SET TO BEGIN DEBATE ON FY12 E&W APPROPS BILL

The Senate is expected to begin debate on the Fiscal Year 2012 Energy and Water Act as early as Thursday. Senate Majority Leader Harry Reid (D-Nev.) said yesterday that he plans to bring the measure to the Senate floor by scheduling a cloture vote Thursday that would allow the chamber to take up the bill as part of a second “minibus” appropriations bill that would also include the Financial Services and State Department-Foreign Operations bills. The Senate is not expected to complete its work on the bill before the Nov. 18 expiration of a Continuing Resolution that is funding the Department of Energy, the NNSA and other federal agencies in lieu of completed appropriations bill, and a second CR is expected to be attached to a first “minibus” bill that is currently being negotiated between the House and Senate.
