REVISED BIDS FOR Y-12/PANTEX M&O CONTRACT SUBMITTED

The three bidders for the National Nuclear Security Administration’s combined Y-12/Pantex management and operating procurement submitted revised proposals for the contract yesterday. In the wake of the Y-12 security breach last month, the NNSA amended the Request for Proposals in the procurement to include protective force work at Y-12 and Pantex and give bidders wide latitude to change out key personnel and adjust their proposals. That leeway was especially important for the team led by Babcock & Wilcox, which faces significant questions in the wake of the security breach. Teamed with URS, Northrop Grumman and Honeywell, B&W had bid Y-12 President and General Manager Darrel Kohlhorst as the chief operating officer on the new contract, but Kohlhorst abruptly retired after the security breach. Teams led by Bechtel and Fluor also were able to adjust their bids in the wake of the break-in.

 

Today is also the deadline for companies interested in bidding for the NNSA’s Sandia National Laboratories and Kansas City Plant contracts to respond to a Request for Information about consolidating the two contracts. In the RFI, the NNSA said it wanted feedback from industry about merging management of the Sandia contract, or just Sandia’s non-nuclear production mission, with management of the Kansas City Plant.
