PROTESTS FILED ON LEGACY MANAGEMENT AWARD TO PORTAGE

Challenges have been filed with the Government Accountability Office and the Small Business Administration for the recent award of a contract for support services to the Department of Energy’s Office of Legacy Management to Portage. The SBA yesterday received a size standard protest from a team of Wastren Advantage, Inc. and Stoller, according to SBA spokeswoman Tiffani Clements. “The SBA isn’t expected to render a determination on the protest until May 15, 2013,” Clements said. Navarro Research and Engineering has also filed a protest with GAO. Early this month DOE awarded to a Portage-led team a $249.5 million five-year contract for support services to the Office of Legacy Management, which includes a 24-month base period and one 36-month option period. The contract has been the focus of many small businesses in the DOE contractor community as the 16-month procurement dragged on for more than a year after bids were first submitted.
