The Obama Administration will release its Fiscal Year 2015 budget on March 4, about a month later than required by federal law. The release will come about a month earlier than last year—the Administration released its budget plans in April—largely because of delays in getting a budget deal and full-year FY 2014 omnibus appropriations act passed in Congress earlier this month. “Now that Congress has finished its work on this year’s appropriations, the administration is able to finalize next year’s budget,” White House Office of Management and Budget spokesman Steve Posner said in a statement. “We are moving to complete the budget as quickly as possible to help Congress return to regular order in the annual budget process.”
As part of the budget process, OMB delivered its “passback” to the Department of Energy this week, providing guidance to the Department on White House budget priorities that are to be incorporated into DOE’s final budget submission. DOE has a very short amount of time to respond to the passback: appeals of the OMB guidance are due back to the White House by noon Jan. 25, according to Administration officials.
