After years of steadily decreasing fee performance, Fluor-B&W Portsmouth, LLC, the D&D contractor at the Portsmouth Gaseous Diffusion Plant, received a boost in fee for its work in Fiscal Year 2014, according to information DOE released yesterday. FBP earned 81.86 percent of the available award fee in FY14, or approximately $12.7 million out of an available $15.5 million, according to DOE’s one-page award fee scorecard. In contrast, FBP earned approximately 75 percent of the available award fee for FY 2013.
In its fee scorecard, DOE said that FBP “did meet or exceed the majority of performance goals and objectives” for last year. FBP’s “significant achievements” included removing 75 out of 200 cells of uranium enrichment equipment, shipping 1,985 enrichment components off-site for disposal, implementing an Integrated Safety Management system verified by DOE and developing regulatory documents for D&D waste disposition and process building disposition, the scorecard says. DOE also cited as “areas of improvement,” though, difficulties in fully implementing a Quality System Non-Destructive Assay program, exceeding cost control targets by 13 percent and instances of weak quality assurance and quality control.
