The National Nuclear Security Administration has selected a team led by Parsons to help beef up its project management portfolio, awarding its Enterprise Construction Management Services contract to the firm yesterday, NW&M Monitor has learned. Though the contract award has not been publicly announced, the agency notified bidders of its decision yesterday afternoon. Parsons teamed with Project Assistance Corp. and Vector Resources, beating out teams led by Project Time and Cost, Booz Allen Hamilton and Logistics Management Institute.
When the agency unveiled the contract in September, it said it could be worth up to $125 million over five years, a fraction of what the agency had planned with its complex-wide construction management contract. Due to strict conflict of interest rules that will prevent Parsons from competing for NNSA construction or M&O work for eight years, some companies shied away from the contract, but Parsons took the opportunity to increase its presence in the NNSA market. The contract is intended to fill gaps in the agency’s project management portfolio by providing it with “expertise, processes and systems in all aspects of construction project planning, management and integration including the coordination of conceptual design development, and the development and analysis of project alternatives” for construction projects across the weapons complex.
