The bidding team that lost its initial contract award for management and operation of the Nevada National Security Site has filed a bid protest with the Government Accountability Office.
Nevada Site Science Support and Technologies Corp. (NVS3T), a partnership between Leidos, Fluor Federal Services, and consulting firm Longenecker & Associates, filed the protest on May 31. The GAO’s ruling on the protest is due by September 8.
The National Nuclear Security Administration last August awarded NVS3T the M&O contract, worth $5 billion over 10 years with all options, but revoked it days later after learning the company had changed hands from parent company Lockheed Martin to Leidos.
The agency then said it would reconsider all five original bids, which included NVS3T; MSTS; Nuclear Security & Technology LLC, a variation on the incumbent contractor; a BWX Technologies-led team; and a Bechtel-led team.
NNSA last month awarded for the second time the site management contract to Mission Support and Test Services LLC (MSTS), a partnership of Honeywell International, Jacobs Engineering Group, and Stoller Newport News Nuclear. No protests from the other failed bidders have yet been filed.
The Nevada site is currently run by National Security Technologies, a team of Northrop Grumman, AECOM, CH2M, and BWX Technologies. The 1,360-square-mile site supports the NNSA’s stockpile stewardship, nonproliferation, counterterrorism, and other operations. More than 2,000 personnel conduct operations such as subcritical nuclear experiments, high-explosive test detonations, and nuclear safety criticality experiments.
