The transition is underway for the Department of Energy’s award to Fluor of deactivation work at the Paducah Gaseous Diffusion Plant, as the protest period passed this week without a filing from rival bidder AECOM. DOE awarded the Task Order, set to total $420 million over three years, on July 22 to a Fluor-led team that also includes CB&I and LATA. The company plans to complete the implementation period for the contract by October 22. “Fluor is pleased to begin the transition of the Paducah Deactivation Project, and we look forward to safely deactivating the site’s facilities and preparing them for future D&D activities,” Fluor spokesman Eric Krantz said in a written response.
The Fluor-led group also announced six members of its management team this week. That includes CB&I Federal Services executive Con Murphy as Program Manager. Fluor’s Bob Nichols will be Director of GDP Facilities, Operation and Infrastructure. LATA Kentucky Project Manager Mark Duff will be the team’s Director of Environmental Management. Gwen Nalls of CB&I is named Director of Business Services. Paul Kreitz of LATA will serve as Director Integration and Optimization. Fluor’s Jan Preston will be Director of Environmental, Safety, Security, Health, and Quality. “Those key leaders who came from LATA and CB&I have been seconded to Fluor Federal Services, Inc. and through the secondment agreement, are authorized to represent Fluor during the duration of the task order,” Krantz said. “They will return to their parent companies upon completion of the task order.”
AECOM was the only other bidder among the 11 eligible holders of the unrestricted nationwide indefinite delivery/indefinite quantity cleanup contracts. USEC, the Paducah plant’s current leaseholder, decided last year to cease enrichment activities at the plant. DOE and USEC have reached an agreement for the plant to be returned to the Department by Oct. 1. The new contract is intended to aid DOE in the transition and to help prepare the plant for eventual decommissioning. Services to be provided under the deactivation contract, according to DOE, include Project Management (including Paducah GDP Delease Planning and Facility Transfer); Facility Modification and Infrastructure Optimization (including Stabilization and Deactivation of GDP Facilities); Decontamination and Demolition, and Environmental Services.
