NNSA RELEASES GTRI REQUEST FOR PROPOSALS

The National Nuclear Security Administration is moving forward with a plan to scale back its Global Threat Reduction Initiative contracting plans, and it released a Request for Proposals for the $20 million small business opportunity yesterday. The RFP largely mirrors a draft released in August that includes a $14 million size standard and “freight transportation arrangement” North American Industry Classification System (NAICS) code that has drawn concern from some industry officials. The previous ID/IQ contract was competed under the “remediation services” NAICS code, and some officials have noted that the scope of the work appears to extend beyond freight transportation work, and the current RFP could limit the pool of potential bidders.

The opportunity has already been scaled back from the agency’s last GTRI contracting vehicle, a $100 million small business Indefinite Delivery/Indefinite Quantity contract awarded to three teams in 2007. The scope of this opportunity includes preparation, packaging, loading, and transportation of spent and fresh nuclear fuel from research reactors around the world. Bids on the contract are due by 8 a.m. Eastern Time Dec. 2, and oral presentations will be conducted Dec. 2-11. Questions on the RFP are due by 12 p.m. Eastern Time Nov. 7.
