The National Nuclear Security Administration (NNSA) is seeking to establish a blanket purchase agreement (BPA) for technical, engineering, and programmatic services across its mission offices, according to a presolicitation notice posted on Oct. 14.
Through the blanket purchase agreement, a simplified mechanism for repetitive purchasing, the chosen contractors will provide programmatic support for areas including nuclear nonproliferation; security management; weapons data access systems; environmental management; emergency operations; and nuclear engineering. The work will support the agency’s Kansas City, Livermore, Los Alamos, Nevada, Sandia, Savannah River, and Production Office field offices.
Tasks will include program budget analysis; records management; nuclear material supply and demand analysis; analysis of nuclear weapons data to determine applicable classification and safeguards requirements; Material Control and Accountability program management; construction project management technical oversight support; and development of training programs for emergency management and response teams, as well as first responders.
NNSA is asking for input from prospective small business bidders on draft evaluation criteria and instructions to offerors ahead of a draft request for quotations that has not yet been released. The presolicitation said the government would determine best value based on small business status, corporate experience, recruitment approach, and price.
Specifically, each team should include at least one service-disabled veteran-owned small business; the rest of the team should consist of small businesses. The team should also demonstrate relevant past experience and explain its plan to attract and retain skilled employees to meet future task order requirements.
The current technical, engineering, and programmatic services BPA has eight contractor team arrangements expiring Oct. 31, 2017, NNSA said. The agency plans to award the new BPAs before these expire.
The solicitation is open to holders of the General Services Administration Professional Services Schedule, an indefinite delivery/indefinite quantity multiple award schedule. Comments are due by 5 p.m. Eastern time Oct. 24 via fedconnect.net.
