NNSA ISSUES ‘SOURCES SOUGHT’ FOR Y-12/PANTEX PROTECTIVE FORCES

The National Nuclear Security Administration, as expected, has officially moved to consolidate the protective force contracts at the Y-12 National Security Complex and the Pantex Plant, outlining plans to combine the contracts with other protective force work at the Oak Ridge Reservation in a sources sought notice released yesterday. In the notice, the NNSA suggested that it is trying to determine whether small businesses are capable of performing part or all of the work under the consolidated contract. The agency said it will accept Statements of Capability from small businesses, small business-led teams and joint ventures that qualify as small businesses through Dec. 23, but is not seeking comments from large businesses. 

According to the notice, it is anticipated that the contract will be a cost-plus-award-fee contract identical to what is already in place at Y-12 and Oak Ridge with a three-year base period and a two-year option. WSI currently holds separate protective force contracts for work at Y-12 and Oak Ridge (Oak Ridge National Laboratory, East Tennessee Technology Park and the Federal Building Complex). Protective force work at Pantex is currently provided by site M&O contractor B&W Pantex, and until last month, the NNSA had been planning on folding Y-12 and Pantex security work into its consolidated M&O contract. WSI’s contracts at Y-12 and Oak Ridge expire June 3, 2012, and officials with knowledge of the NNSA’s plans expect that the consolidated security procurement will be timed to run in parallel with the agency’s consolidated M&O contract so that each of the contracts begin at the same time.
