The National Nuclear Security Administration (NNSA) has awarded Honeywell Federal Manufacturing & Technologies, the management and operations contractor at the National Security Campus near Kansas City, Mo., an overall rating of “Excellent” for its work in fiscal 2015, according to the performance evaluation report released last Friday. Honeywell FM&T received 94 percent of its award fee for that year, or $28.16 million of the available $30 million, for running the site that makes non-nuclear parts for nuclear weapons.
That fee percentage was the highest among the NNSA’s seven site contractors for the budget year that ended on Sept. 30, 2015.
The contractor received an “Excellent” rating and 95 percent of the award fee – $11.4 million – for the nuclear weapons mission management category, which is most heavily weighted in determining the overall at-risk fee. The report said the contractor delivered over 70,000 development and production hardware items in support of NNSA, Air Force, Navy, and United Kingdom nuclear missions in fiscal 2015. It also completed scheduled disposition activities under the Weapons Dismantlement and Disposition program on time, the evaluation said.
Honeywell FM&T received a “Very Good” rating for reducing global nuclear security threats, and 88 percent of the award fee – $1.98 million – under this category. Noted achievements in fiscal 2015 included procuring $2.5 million in equipment for the NNSA’s Emergency Communication Network and conducting over 900 assessments for the NNSA weapons of mass destruction interdiction program.
The contractor earned an “Excellent” rating and 97 percent of the award fee – $1.46 million – for the Department of Energy and Strategic Partnership Project mission objective, executing over 1,200 projects within cost, the evaluation said. It noted that FM&T partnered with three Air Force major commands on remotely piloted aircraft, putting it “on target to become an AF program of record in FY17.”
FM&T also received an “Excellent” rating and 92 percent of the award fee – $8.28 million – for operations and infrastructure. The evaluation said the contractor’s safety performance “remains better than industry” and that it “provided excellent support” of the NNSA’s disposition activities at the Bannister Federal Complex, which is being redeveloped for mixed use. These activities included removing chemically contaminated equipment and material from the complex, as well as holding auctions to support the removal of excess personal property. The evaluation also said FM&T cybersecurity is effective, noting that a contractor-hosted re-inspection of the NNSA’s Secret Network yielded a score of 100 percent, “the first ever within the DOE.”
FM&T received an “Excellent” rating and 96 percent of the award fee – $2.16 million – for the science, technology, and engineering mission. The evaluation said the contractor has conducted “a significant amount” of technology development for future nuclear weapon programs, in particular the warhead life-extension programs and the long-range stand-off missile. It also received an “Excellent” rating and 96 percent of the award fee – $2.88 million – for leadership. The evaluation highlighted a Honeywell human resources survey on customer satisfaction that yielded a 93 percent favorability rating.
