Department of Energy Office of Project Management Director Paul Bosco joins the Office of Environmental Management on Monday as its associate principal deputy assistant secretary for corporate affairs.
“In this new role, Paul will lead all business services for EM including contract and project management, resource management, and internal and external communications,” according to a Tuesday email circulated to key Energy Department managers. The email was sent under the names of Energy Secretary Rick Perry and Deputy Secretary Dan Brouillette.
The email, obtained by Weapons Complex Monitor, says Bosco’s experience in his current position and as a senior procurement executive demonstrates he is the “ideal leader” to aid Assistant Energy Secretary for Environmental Management Anne Marie White “in tackling our most daunting contract and project management challenges within EM.”
The post has been held on an acting basis recently by deputy corporate services chief Shari Davenport, according to an organizational chart for the $7-billion-plus cleanup office. The job was last held permanently by Candace Robertson, now the department-wide chief human capital officer,
The Office of Project Management “validates the project performance baselines, to include scope, cost and schedule, of the Department’s largest construction and environmental clean-up projects prior to budget request to Congress,” according to DOE. The office’s deputy director, Mike Peek, will succeed Bosco in the top role, according to the email.
A DOE observer said by telephone Tuesday Bosco’s promotion was not a surprise given his background. A second industry source agreed, saying Bosco could bring military-style discipline to cleanup procurement. After serving in the Navy for about 28 years, Bosco has held several leadership posts within DOE since 2002. He has degrees in electrical engineering and financial management.
