John Howard, a veteran Department of Energy hand, has been promoted to deputy chief of staff for the agency’s Office of Environmental Management.
Howard, who has been acting in that capacity since July, officially became the deputy chief Sunday Oct. 23, according to an “EM Colleagues” email to staff on Friday from Office of Environmental Management (EM) Senior Adviser William (Ike) White.
Howard, who reports to chief of staff Cathy Tullis, joined EM in 2009 and has headed the nuclear cleanup office’s correspondence control since March 2015, according to White’s email, viewed by Exchange Monitor.
Howard has also served as senior staff officer for two of EM’s deputy assistant secretary offices and directly supported the principal deputy assistant secretary, the No. 2 person at EM, White said in the email.
Prior to DOE, Howard logged four years as a staff member with the House Appropriations Committee. Before that, Howard spent nine years with the U.S. Navy submarine service.
Elizabeth Davison, a public participation specialist from the Office of Regulatory, Intergovernmental and Stakeholder Engagement, will head up the EM correspondence activity on a temporary basis, White said.
Davison has held various roles since joining EM in 2011 and holds a bachelor’s degree from James Madison University and a master’s degree from George Mason University, both in Virginia, White said.
