Navy Strategic Systems Programs intends to award a sole-source contract to Alexandria, Va.-based Systems Planning and Analysis, Inc., (SPA) to provide systems engineering and technical assessment of the Trident 2 Submarine-Launched Ballistic Missile (SLBM) Program, according to an April 8 announcement by the Defense Department. The contract will also entail research and engineering for Conventional Prompt Global Strike, as well as Strategic Weapon subsystem assessments and investigations, with an emphasis on the Ohio-class Replacement Program, according to the announcement. SSP spokesperson John Daniels said the award would renew a current contract with SPA. SPA will support the preparation of integrated Program Plans and assessments of alternative strategic nuclear program options. “Particular attention will be given to external program influences; using an in-depth knowledge of evolving national, strategic and nuclear weapons policies and of the SSP program,” the announcement states. SPA’s technical services support will include maintenance of notification and internal tracking systems to foster SSP compliance with arms control treaties. Work is expected to run from Oct. 1, 2015 to Sept. 30, 2020. The contract will allow level-of-effort increases up to 30 percent.
The announcement comes days after DoD on March 31 announced that SSP intends to enter a sole-source contract with Lockheed Martin not to exceed $59 million for Trident 2 Navigation Subsystem Strategic Systems Program Shipboard Integration Increments 4 and 8. Daniels said the contracts’ work scopes might overlap, but said the contract actions are separate. SPA will support research and engineering for the renewal and life extension of the Strategic Weapons System, and for special projects involving nuclear and deterrence concepts. SPA will also assist in developing program strategies, specifications and costs, provide independent top-level technical, schedule, cost and risk assessments, as well as considerations for technical, operational and programmatic tradeoffs, according to the announcement. In addition to SSP, SPA will assist U.S. Strategic Command, the Office of the Secretary of Defense (OSD), the Joint Staff, the Air Force and the Office of the Chief of Naval Operations through the contract.
