NAVFAC Seeks Sources for Kings Bay Base Operations Support

Naval Facilities Engineering Command (NAVFAC) on Jan. 2 released a sources sought notice and questionnaire for Base Operations Support (BOS) at Naval Submarine Base (NSB) Kings Bay. “Any resulting contract will be Firm Fixed Price (FFP) with Indefinite Delivery Indefinite Quantity (IDIQ) provisions,” the notice states. “The contract term will be a base period of one year, with four one-year option periods, and three award option periods. The FFP base year requirement will be the overall minimum guarantee.” According to the notice, a phase-in period will precede the anticipated performance start date of Dec. 1, 2016. Among the activities the acquisition would entail are security operations, facility management and investment, base support vehicles and equipment and electrical, wastewater, steam, water and telecommunications services.

The questionnaire seeks information relating to responders’ subcontracting procedures, work locations, likelihood of bidding, and previous BOS experience, including chronologies, specific services provided and current contracts, and the notice states that potential sources should have relevant qualifications, experience, personnel, security approvals, equipment and capability to perform BOS activities at the base. The questionnaire also asks if respondents are familiar with the demography, economy and workforce of the Kings Bay area. NSB Kings Bay’s Public Works Department oversees BOS work, which is currently being performed by Baton Rouge, La.-based Kings Bay Support Services, LLC, a joint venture between CB&I and Computer Sciences Corporation.

Through exercising three options, Kings Bay Support Services has earned $147.6 million of a possible $270 million under its current contract slated to finish in November 2015. NAVFAC received eight offers for the contract, which it awarded on Aug. 15, 2011. NAVFAC spokesperson Sue Brink in a Jan. 8 email to NS&D Monitor declined to say what or how many companies have responded to the sources sought notice, and it remains unclear who will conduct BOS activities at Kings Bay from November 2015 to December 2016. The response deadline is at 2 p.m. on Jan. 16.
