GAO Denied Protest Filed by Portage

Navarro Research and Engineering is set to begin a 30-day transition period early next week to officially take over the new Nevada National Security Site environmental programs services contract. The move comes after the Government Accountability Office this week denied a protest Portage filed over Navarro’s win of the new contract. Portage has been one of two unsuccessful bidders to challenge Navarro’s win, with INTERA having dropped its protest to the GAO last month. “Navarro is pleased with the GAO decision and we are excited for the opportunity to continue to support NNSS,” the company’s president, Susana Navarro-Valenti, said in a written response. Portage declined to comment on the GAO’s decision.

Navarro and INTERA are teamed together on the current NNSS environmental program services contract, but chose to lead separate teams for the recompete. In late September, the National Nuclear Security Administration announced that the Navarro-led team, which also includes Leidos and HydroGeoLogic , had won the new contract, valued at $59 million for performance over a one-year base period with four one-year option periods. Work to be performed under the new contract includes environmental characterization and remediation services at corrective action units at the Nevada National Security Site and parts of the Nevada Test and Training Range, including Tonopah Test Range, and radioactive waste acceptance services at generator sites across the country. The new Navarro team is expected to be fully in place by March 1.
