Incumbent Navarro Research and Engineering was among a large crowd of firms registered with the U.S. Energy Department’s Office of Environmental Management for presolicitation meetings last month on the Nevada Environmental Services Program at the Nevada National Security Site (NNSS).
The registration document posted on the Environmental Management Consolidated Business Center website included a four-page printed list of 59 registrants, plus at least four other registrants with their names, phone numbers, and email addresses handwritten at the bottom of pages.
Navarro has held the current $64.3 million contract since March 2015. The contract runs through Jan. 31, 2020, including all available extensions.
Representatives from many other familiar companies within the DOE EM complex were also represented Jan. 23 for an industry day presentation, and one-on-one meetings, including: Atkins, CH2M, Leidos, Longenecker & Associates, North Wind, Pro2Serve, Veolia Nuclear Solutions Federal Services, and Wastren Advantage (which was recently acquired by Veolia).
The Office of Environmental Management on Jan. 9 issued a request for information on the procurement. Parties interested in the presolicitation were asked to submit a capability statement by Feb. 2. According to industry day materials, EM expects to issue a request for proposals in July.
One industry participant said the presolicitation event was beneficial for collecting information but would have been more helpful if organizers had shared more details on the scope of work. The event was attended by a number of local firms that are probably hoping to land some subcontract business, said the participant, who asked not to be identified.
When asked if he believes other contractors have a real shot to dethrone the incumbent, he replied, “We hope so.”
Once called the Nevada Test Site, the 1,360-square-mile NNSS is located in Nye County, Nev., about 65 miles from Las Vegas. Some major elements of the contract will include soil remediation, and facility decontamination and demolition. NNSS is a disposal site for approved DOE and Department of Defense radioactive waste, and the winning contractor will play a key role in the site’s radioactive waste acceptance program.
