SNC-Lavalin Group subsidiary Atkins has hired longtime Energy Department procurement chief Ralph Holland as vice president for commercial development in Atkins Nuclear Secured Holdings Corp.
Holland will support Atkins senior leaders in areas including strategy, contract management, and contract assurance. The announcement did not specify if he is replacing another manager or filling a newly created post at Atkins. A spokesperson for Atkins said Wednesday Holland has already started his new position.
It had been rumored Atkins and AECOM had courted Holland since he retired in December as deputy assistant energy secretary for acquisition and project management for DOE’s Office of Environmental Management (EM).
He served in various DOE management roles over 22 years, taking leadership of the EM Consolidated Business Center in Cincinnati in August 2015. While at the helm of EMCBC, Holland oversaw a budget in excess of $1 billion and a staff of 225 people. The Consolidated Business Center provides technical and business support across the DOE weapons cleanup complex.
Canada-based SNC-Lavalin acquired WS Atkins on July 3, 2017. The merger gives SNC-Lavalin a big chunk of the Department of Energy cleanup business, including as a partner with AECOM in tank waste contractor Washington River Protection Solutions at the Hanford Site in Washington state and as a key subcontractor for liquid waste management at the Savannah River Site in South Carolina. Atkins also leads Mid-America Conversion Services, which in 2017 took over depleted uranium hexafluoride (DUF6) conversion at DOE’s Portsmouth Site in Ohio and Paducah Site in Kentucky.
