LARRY WELCH SELECTED FOR ANNUAL JOHNNY FOSTER AWARD

Retired Air Force Gen. Larry Welch, the former commander of Strategic Air Command and former Air Force Chief of Staff, was awarded yesterday with the second annual Johnny Foster Award by ExchangeMonitor Publications and Forums. Welch retired from the Air Force 24 years ago, but has been a fixture in the nuclear sector ever since, serving as a respected voice on national security issues. “To each issue Larry Welch brings a very rare capability, the capability to learn and understand a situation, sort out the relevant facts and put together a logical, realistic, constructive and persuasive description of what ought to be done,” said Foster, who presented the award to Welch along with ExchangeMonitor Publications and Forums President Ed Helminski. Foster was the inaugural winner of the award last year.
