INTERA is the firm behind a pending size standard challenge filed against Navarro Research and Engineering over its recent win of a new contract to perform environmental program services at the Nevada National Security Site, the Small Business Administration confirmed this week. At issue in the challenge, WC Monitor has learned, is whether Navarro’s use of individual subcontractors and consultants may have resulted in the company exceeding the size standard used in the procurement for the new contract—500 employees. The SBA expects to make a decision on the challenge by Oct. 28, according to an agency spokeswoman. Neither INTERA nor Navarro responded to requests for comment late this week.
INTERA and Navarro were among the five bidders on the new NNSS environmental program services contract, which has been valued at $59 million for performance over a one-year base period with four one-year option periods. INTERA had been teamed with Navarro on the previous NNSS environmental program services contract, but chose to lead its own bid for the recompete. The NNSA announced in late September that the Navarro-led team had won the new contract, but performance has been suspended until the SBA size standard challenge is resolved.
