Incumbent Contractor Keeps Hanford Medical Services Business

The Energy Department has awarded a potential seven-year, $152 million contract for occupational medical services at the Hanford Site in Washington state to incumbent vendor HPM Corp. of Kennewick, Wash.

The contract includes a three-year base, followed by a pair of two-year option periods, DOE said in a Monday press release. The release did not say how many other bidders HPMC beat out in the procurement process that began with a DOE draft request for proposals in December 2017.

As the winning contractor, HPMC is expected to provide routine first aid and other medical services to a workforce of over 9,000 DOE employees, contractors, and subcontractors at the 586-square-mile nuclear cleanup site.

The new agreement is a follow-on to the $99 million contract that HPMC began work on in October 2012. The contract is currently valued at nearly $107 million, including extensions after the award was set to expire in September 2018.

In the fall, HPMC received a three-month extension to keep it on the job through the end of the 2018 calendar year. It then collected a two-month extension through the end of February. The extensions are valued at a total of $2.9 million. HPM Corp. will have up to 90 days to transition to a new contract.

Unlike the last time around in 2012, this latest solicitation was not restricted to small businesses. The winning HPMC team includes two small business subcontractors: MPF Federal of Maryland, which will bring medical experience to the team, and Farfield Systems of Florida, which will provide health informatics services, said Scott Brodeur, president and CEO of HPM Corp.

Other companies that registered to take part in the early industry briefings on the occupational medical contract included North Wind Group, Comprehensive Health Services, Medcor, Total Care Clinics, and Leidos subsidiary QTC Management.

The new award is a hybrid deal similar to the earlier HPMC contract, with a combination of fixed-price, cost reimbursement, and indefinite-delivery/indefinite-quantity (ID/IQ) components. The fixed-price portion of the contract includes work such as first aid, medical exams, drug and alcohol testing, and employee wellness programs. Cost reimbursement payments cover equipment purchases and facility costs for a clinic on Hanford and one in nearby Richland, Wash. The ID/IQ segment would cover special projects.

The increased value of the new contract will cover expanded clinic hours more convenient for Hanford workers, Brodeur said. New clinic hours have yet to be announced. The contract cost also covers a potentially larger workforce, Brodeur said.

HPM Corp. employs about 125 people, mostly based at Hanford or the nearby Tri-Cities. It plans to hire a couple additional employees initially to help staff expanded clinic hours.

HPMC, founded as a startup in 2001 by Hollie Mooers, a previous occupational health services program manager for DOE at Hanford, has had a presence at the site since 2004. It was a subcontractor to lead occupational medicine provider AdvanceMed Hanford until it won the prime contract in 2012.

The award of the new occupational medicine contract is the first of five in a post-fiscal 2018 acquisition plan for Hanford work now under major prime contracts that are set to expire in 2019 and 2020. The Energy Department plans to award a Hanford Mission Essential Services Contract, a Tank Waste Cleanup Contract, a Central Plateau Cleanup Contract, and a 222-S Laboratory Contract.
