Hanford Cleanup Contractor CHPRC Earns Approx. $5 Million in Fee For FY 2013 Work

CH2M Hill Plateau Remediation Co. earned approximately $5 million in award fee for its work at Hanford in Fiscal Year 2013, the last year in the base period for its contract, according to information the Department of Energy released late this week. The Department gave CHPRC a rating of “excellent” for its work, and the $4.91 million the contractor earned represents 95 percent of the available fee “excluding fee set aside for multi-year incentives,” according to a one-page fee evaluation summary prepared by DOE.

The total award fee available for CHPRC in FY 2013 was approximately $14 million, according to the evaluation summary, which included fee set aside for multi-year incentives for work at the Plutonium Finishing Plant. Under the heading “Significant Deficiencies,” DOE’s evaluation summary says, “DOE did not award any additional provisional payment of fee to CHPRC for the Plutonium Finishing Plant project. The final evaluation of fee for the Plutonium Finishing Plant project will be conducted upon completion of the demolition of the plant to ‘Slab on Grade,’ consistent with the PEMP [Performance Evaluation and Measurement Plan].” The DOE Richland Operations Office at Hanford did not respond late this week when asked why the Department chose not to award any provisional payment of fee for the PFP-related work.

Contractor Praised for Small Biz Subcontracting, Not Missing Milestones

DOE did praise CHPRC in its evaluation summary for several “significant achievements” the contractor achieved in FY 2013. “CHPRC exceeded all small business contract requirements and met specific goals for contracting out work to subcontractors, including small businesses. No enforceable Tri-Party Agreement milestones were missed during the period,” DOE said, adding, “The contractor was very responsive to customer needs, notably during a period of uncertainty when the budget sequestration went into effect in March 2013.”

CHPRC is now in the first year of its five-year option period for its contract at Hanford. “Since the start of our contract in 2008, CH2M HILL Plateau Remediation Company (CH2M HILL) has been meeting the Department of Energy Richland Operations Office’s goals of reducing risk on the Hanford Site. The Department of Energy rated CH2M HILL as ‘Excellent’ on the scorecard for the FY2013 Fee, the final year of our base contract. Additionally, we are extremely proud of being awarded the option period of our contract which further acknowledges our excellent performance during the entire first five years,” CHPRC said in a statement late this week. “We are pleased with the progress we’ve made preparing the Plutonium Finishing Plant for safe demolition to achieve the Tri-Party Agreement Milestone of slab-on-grade by September 30, 2016. We look forward to our partnership with the Department of Energy to achieve the remaining risk reduction goals in the next four years.”
