GAO says NNSA not doing enough to improve how it monitors progress

The Government Accountability Office said Thursday the National Nuclear Security Administration is still not doing enough to monitor its $200-billion procurement program.

The Government Accountability Office (GAO) said in a news release for its report that the agency did not follow leading agency reform practices, including “establishing processes to collect data and monitor progress, as it implemented reforms through the Enhanced Mission Delivery Initiative..”

According to the report’s highlights, in 2022 Jill Hruby, then-head of the National Nuclear Security Administration (NNSA), established the Enhanced Mission Delivery Initiative (EMDI) team to address the “increased demands” of the agency, particularly the “$200 billion nuclear modernization effort.” NNSA drafted a report on the team’s findings and recommendations for reform.

The NNSA developed 15 reforms using the results from the team report, but disbanded the reporting structure this past September. “As a result, NNSA cannot assess whether the issues identified by EMDI have been addressed,” GAO said in its news release.
