FLUOR-B&W PORTSMOUTH EARNS 75% OF FY13 FEE

Fluor-B&W Portsmouth, LLC, the D&D contractor for the Portsmouth Gaseous Diffusion Plant, earned approximately 75 percent of the fee available for Fiscal Year 2013—$12 million out of an available $16 million, according to information Weapons Complex Monitor obtained this week. FBP’s latest fee determination, outlined in a Jan. 31 letter from Bill Murphie, head of the Department of Energy’s Portsmouth/Project Office, marks the latest in a steady decline in fee performance since the contractor assumed the Portsmouth D&D contract in 2011. For its first evaluation period, which ran March 29, 2011 to Sept. 30, 2011, FBP earned approximately 93 percent of the available fee; while in FY 2012 the contractor earned approximately 86.5 percent of the available fee. Neither DOE nor FBP responded to requests for comment yesterday. 
 
FBP’s FY 2013 determination included approximately $9.2 million (81.8 percent) tied to a set of 17 Performance Based Incentives. The contractor “successfully” completed 11 PBIs, “partially completed” two PBIs and did not complete the remainder, according to the Jan. 31 letter, which did not provide details of the specific PBIs. FBP also earned approximately $3.05 million (63.4 percent) in fee tied to two “subjective” performance categories—Quality and Effectiveness Performing the DOE Mission and Decontamination and Decommissioning to include Project Management; and Quality and Effectiveness in Performing Environmental, Safety, Health and Quality and Regulatory. DOE gave the contractor ratings of “good” for its performance in both categories, according to the letter.
