Action on the long-stalled Fiscal Year 2012 Energy and Water Appropriations Act is expected to ramp within the next week as Democratic leaders in the Senate are preparing to combine the bill with two others as part of a second “minibus” appropriations package. The legislation would be combined with the Financial Services and State Department-Foreign Operations bills as Senate leaders work to complete at least part of their work before the expiration of a stopgap funding measure that runs out Nov. 18.
The Senate is expected to finish its work on a first “minibus” later this week, and consideration of the combined Energy and Water-Financial Services-State-Foreign Operations bill could come quickly thereafter. Passage by the Senate would pave the way for conference negotiations with the House on the Energy and Water funding bill, though Congressional aides say it’s unlikely that the differences between the chambers could be ironed out before the expiration of the CR.
