In the wake of the United Kingdom’s decision to scrap its £1 billion carbon capture and storage commercialization competition, the nation’s Energy Technology Institute has revamped a request for proposals related to the program and is seeking a Generic Business Case for a thermal power with CCS (TPwCCS) project. “This involves developing an outline scheme and ‘template’ power plant design (CCGT with post combustion capture), identifying potential sites and building a credible cost base for such a scheme, benchmarked as far as possible against actual project data and as-built plant.,” according to an ETI request for proposals.
The new RFP replaces a June 2015 RFP looking for a low cost, low risk ‘Phase 2’ CCS project that could build on the proposed ‘Phase 1’ commercialization competition projects. “Following the November 2015 Comprehensive Spending Review (CSR) decision and subsequent closure of the ‘Phase 1’ competition, the ETI has been considering how the TPwCCS project might be re-scoped to reflect the new circumstances,” the new RFP explains.
Since the CSR decision to cancel the commercialization competition, ETI has been exploring potential paths forward. According to the RFP, ETI’s analyses “confirm that the most cost-effective and secure way to meet these needs is to move forward as soon as reasonably possible with a strategically-placed, large-scale gas with CCS power project.”
Those interested in submitting proposals to the ETI under this RFP must submit a notification of intention by June 10. Submissions are due by 12 p.m. June 20 and a preferred responded will be notified by July 7.
