The Energy Department is expected to review its June award of a contract worth up to $137 million over five years for consolidated technical support services at the Portsmouth/Paducah Project Office (PPPO) to a subsidiary of Professional Project Services (Pro2Serve).
The Government Accountability Office on Friday dismissed a bid protest of the contract award, brought by Strategic Management Solutions (SMSI), which holds one of the three current piecemeal contracts for technical support services at PPPO.
An email distributed Monday to SMSI employees by Senior Vice President David O’Flynn, and obtained by Weapons Complex Morning Briefing, said DOE informed the GAO last week it would take “corrective actions” on the new contract, which could include a new source selection. As a result, the SMSI bid protest action is “academic,” according to the email. The Energy Department and GAO could not immediately be reached for comment Tuesday.
But on Monday, DOE issued a notice saying it intends to extend the existing Pro2Serve technical services contract at the Paducah, Ky., gaseous diffusion plant by up to six months, potentially through March 31, 2019. The full extension would be worth between $3.5 million and $4.5 million.
Sources said Tuesday similar extensions are in the works for technical services contracts held by RSI EnTech at the DOE Portsmouth Gaseous Diffusion Plant site in Ohio and SMSI at PPPO headquarters in Lexington, Ky. The three individual contracts, all currently set to expire Sept. 30, together total about $141 million.
The consolidated contract work includes information technology infrastructure, technical engineering, and other tasks falling under technical and administrative support for the Portsmouth-Paducah complex.
Strategic Management Solutions initially filed its protest July 20, and then filed a supplemental protest Aug. 13. Both are now listed as “dismissed” by GAO. The new contractor would take over within 60 days after DOE issues a notice to proceed.
