Consolidated Nuclear Security, management and operations contractor at the Y-12 nuclear weapons plant in Oak Ridge, Tenn., confirmed that a dozen firms have submitted “expressions of interest” in providing architecture/engineering services for a new emergency operations center.
“An evaluation of the responders are in progress to determine which of the 12 meet qualifications,” CNS spokeswoman Ellen Boatner said in an email response to questions.
Boatner said CNS has not yet set a schedule for releasing a solicitation package on the project.
Fiscal 2017 budget request documents indicated that “various alternatives” are being studied for the acquisitions approach on the Y-12 project, either federal-led or utilizing the current managing contractor (CNS). Those include “design-bid-build” contract execution for building construction; design-procurement-build subcontract for specialty systems design, installation, and integration; and site forces for design and construction of building utilities and interfaces to the existing plant infrastructure.
The budget documents showed the total estimated cost for the emergency operations center has a range of $20.4 million to $33.6 million, with much of the construction spending to take place over the next year or so and project completion due in fiscal 2021.
The total cost has grown by about $2 million, according to the budget documents.
Earlier reports indicated the EOC will include about 8,000 to 12,000 square feet on a single story. More details are to be released after the qualified bidders have been identified.
The EOC will provide offices and meetings rooms for daily operations for about 20 people at Y-12 and house emergency operations room for about 50 people.
