The U.S. Energy Department’s Environmental Management Consolidated Business Center last week issued a sources sought notice/request for information for potential contractors for nationwide deactivation, decommissioning, and removal (DD&R) operations.
Information provided by interested companies would support planning for “potential upcoming procurement(s)” for DD&R, waste management, and program support for DOE’s Offices of Environmental Management and Science, along with its semiautonomous National Nuclear Security Administration (NNSA), according to the notice. Work locations would include the Lawrence Livermore National Laboratory in California, the Brookhaven National Laboratory in New York, and potential other sites.
The department has not yet issued a performance work statement for the procurement process, along with the number and types of contracts to be issued, available funding, and contract lengths. It has also not determined whether the contracts could be set aside for small businesses or other specific business types.
The wide scope of work across DD&R, waste management, and program support would encompass: extraction of nuclear material; readying facilities for tear-down; surveillance and maintenance; soil characterization; site cleanup and soil restoration; establishing a waste management program; regulatory planning; and quality assurance.
The Environmental Management Consolidated Business Center is accepting capability statements of up to 15 pages. Interested parties should address a number of topics, including: the capacity and approach to provide some or all of the work covered in the scope of work; how they would limit risks in carrying out that work; activities they have conducted in the last half-decade that is similar to the planned scope of work; and their ability to manage that work under one contract.
