The Department of Energy this week released a sources sought notice for 8(a) small businesses interested in performing scope planning work for upcoming transition contracts for legacy cleanup work at Los Alamos National Laboratory. DOE is looking to transition administration of the cleanup work from National Nuclear Security Administration management to the Office of Environmental Management, and plans to release a new cleanup contract for the scope in 18-to-24 months. EM’s Consolidated Business Center this week released a notice for a separate contract seeking small businesses capable of providing architect and engineering services to help define the scope for procurements that could be related to the transition to EM management. The contract type, amount and period of performance have yet to be determined, DOE said.
According to a DOE release: “The successful offeror will be assisting the DOE with the development of an acquisition strategy and definition of requirements for future acquisitions; therefore, the successful offeror, teaming partners, subcontractors, and affiliates may be precluded from competing for future LANL project acquisitions, in accordance with FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest. Similarly, current LANL contractors may not be eligible to perform the oversight responsibilities required due to inherent conflict of interests.” Responses are due by Dec. 23.
