DOE Moving Forward with New Infrastructure Services Contracts

The Department of Energy is moving forward with procurements for new infrastructure support services contracts at the Paducah and Portsmouth sites. This week, DOE issued a draft Request for Proposals for the new Paducah contract, with industry comments due by July 3. The new contract is being set-aside for small businesses that do not exceed a $35.5 million size standard, and is expected to run for up to five years—consisting of a one-year base period and four one-year options—with a total estimated value of approximately $100 million. The contract is anticipated to have firm-fixed-price, cost reimbursement, and indefinite delivery/indefinite quantity contract line items, according to DOE.
 
Among the topics in the draft RFP DOE is seeking comment on is what should be the “important discriminating factors for the evaluation criteria” that should be considered in an award decision. The evaluation criteria included in the draft RFP are Past Performance; Technical and Management Approach; and Relevant Experience. Past Performance and Technical and Management Approach “are equal in importance and are each significantly more important” than Relevant Experience, the draft RFP says. DOE is also seeking comment on topics such as whether the contract’s base period should be one year or two years, whether various pricing instructions are clear or need improvement; and if a deliverable should be added for the successful offeror to submit a “complete Basis of Estimate” within five days of contract award to support the successful bidder’s firm fixed-price. Infrastructure services at the Paducah site are currently being performed by Swift and Staley under a contract set to expire in March 2015
 
Ports. Draft RFP to Come in 30 Days
 
For the new Portsmouth infrastructure contract, DOE announced in a notice issued June 11 that a draft RFP is expected to be released within the next 30 days. A pre-solicitation conference for the new contract has been “tentatively scheduled” for the week of July 14, the Department said. The new contract is being set-aside for small businesses, and is set to run for up to five years, consisting of a two-year base period and three one-year option periods. The contract is expected to include Firm-Fixed-Price, Cost Reimbursement, and Indefinite Delivery/Indefinite Quantity (IDIQ) contract line items (CLINs), DOE said. Work to be performed under the contract, according to DOE, includes surveillance, maintenance and repair of facilities; janitorial services; grounds maintenance, snow removal, and pest control; roadway/parking lot maintenance; computing, telecommunication, and cyber security; fleet management; real and personal property management; records management and document control; safeguards and security; environment, safety, health, and quality (ESH&Q) program; and training services.
 
Infrastructure services at the Portsmouth site are currently being performed by Wastren-EnergX Mission Support under a contract set to expire in July 2015. DOE has said that it “tentatively anticipates issuance” of a final RFP for the new contract “in or around” the fourth quarter of Fiscal Year 2014, with the new contract expected to be awarded “in or about” the second quarter of FY 2015.
