The Department of Energy issued this week an updated draft Request for Proposals for the new contract to manage Nuclear Regulatory Commission-licensed facilities at the Department’s Idaho site and in Colorado. The updated draft includes a slight change on the planned evaluation criteria. The top factor, relevant past performance, now is ranked “slightly more important” than relevant experience, and technical management approach and understanding, which are both ranked equally. Lowest ranked factor is key personnel and organizational structure. That contrasts to the original draft, which ranked past performance equally with experience and management. The updated draft RFP still includes a four-year commitment for the three key personnel for the contract. If there is a change, the contract price could be reduced by $50,000 for the project manager and $30,000 for the security manager and ESH&Q safety manager. Comments on the draft are due by Feb. 3.
The new contract, which is being set aside for small businesses meeting a $38.5 million size standard, would cover work at the Fort St. Vrain facility in Colorado; the Three Mile Island-2 (TMI-2) ISFSI facility at the Idaho Nuclear Technology and Engineering Center (INTEC) in Idaho; and the Idaho Spent Fuel Facility (ISFF) license. The work is expected to fall under firm-fixed-price contract that includes a cost reimbursable contract line item, and it is expected to run for up to five years, consisting of a four-year base period and a one-year option period. The scope currently is largely being performed by Idaho cleanup contractor CH2M-WG Idaho. The procurement is underway as part of DOE’s larger cleanup contracting strategy for Idaho after the end of the current two cleanup contracts at the site in September 2015.
