The Department of Energy has issued a final solicitation for a new landlord contract at the Paducah Site in Kentucky, business currently held by Swift & Staley.
On Aug. 13, DOE’s Office of Environmental Management published the final request for proposals (RFP) for the new Infrastructure Support Services contract at the former gaseous diffusion plant at the Paducah Site in Kentucky.
The Environmental Management Consolidated Business Center in Cincinnati issued the final RFP for a small business to act as something akin to a city manager at the site, overseeing roads, grounds, recordkeeping and other daily support services.
The deadline for submitting bid proposals is 5 p.m. Eastern Time on Sept. 30. Questions on the final RFP are due before noon on Aug. 27, according to the cover letter for the solicitation.
Since October 2015, Swift & Staley has owned the business, which following multiple extensions, is now valued at $396 million. In May, 13 potential bidders turned out to learn more about the draft solicitation.
In December 2020, Swift & Staley won a new long-term contract. But following a legal challenge, the U.S. Court of Appeals for the Federal Circuit ruled in December 2022 Swift & Staley exceeded the Small Business Administration size criteria for the set-aside contract. The small business size standard for the new contract is $47 million.
DOE started its market research on the new contract in June 2023.
