The Department of Energy this week released a final Request for Proposals for a small business contract for infrastructure support services at the Portsmouth Gaseous Diffusion Plant. “A firm-fixed-price, labor hour, cost reimbursement, and indefinite delivery/indefinite quantity contract will be awarded from this Final RFP. The total estimated value of the contract is between $100 and $180 million, with a three-year base period of performance with an additional 22-month option period,” according to a DOE release. Proposals are due Feb. 5, with site tours scheduled on Jan. 5.
Infrastructure services at the Portsmouth site are currently being performed by Wastren-EnergX Mission Support under a contract set to expire in July 2015. The final RFP for the follow-up contract comes after the release of a draft RFP in early July. DOE has since incorporated several changes to the draft RFP. That includes changing the base period to three years with a 22-month option period in the final RFP, compared to a one-year base with four one-year options in the draft. Subsequently, the key personnel retention period was lengthened from one year to two years due to the longer base period. Additionally, the size standard for the procurement was increased from $35.5 million to $38.5 million in the final procurement.
