A draft Request for Proposals for the new Paducah infrastructure services contract is set to be issued within the next 15 to 45 days, the Department of Energy said in a notice issued April 30. The new contract is being set-aside for small businesses, with the procurement to use a size standard of $35.5 million, according to the notice. The new contract is expected to run for up to five years, with a one-year base period and four one-year option periods, and will have Firm-Fixed-Price, Cost Reimbursement, and Indefinite Delivery/Indefinite Quantity (IDIQ) contract line items (CLINs). DOE has said the contract is estimated to be worth $40-60 million.
Work to be performed under the new contract, according to DOE, will include surveillance, maintenance and repair of facilities; janitorial services; grounds maintenance, snow removal, and pest control; roadway/parking lot maintenance; computing, telecommunication, and cyber security; fleet management; real and personal property management; records management and document control; safeguards and security; environment, safety, health, and quality (ESH&Q) program; and training services. DOE currently plans to issue a final RFP for the new contract “in or around” the fourth quarter of Fiscal Year 2014, with an award decision to be made “in or about” the first quarter of FY 2015, the notice says. At Paducah, infrastructure services are currently provided by Swift & Staley, LLC, under a contract set to end in March 2015.
