Will Department be Able to Make Award Before Current Contract Expires?

The Department of Energy is moving forward with plans to compete a new contract to manage the Oak Ridge Transuranic Waste Processing Center, announcing late this week that a draft Request for Proposals is set to be issued for industry comment within the next 30 days. The new contract will be set-aside for small businesses, with a size standard of $35.5 million, according to a DOE notice. The new contract is set to run for up to five years, consisting of a three-year base period and a two-year option period, and will have firm fixed-provide contract line items and one cost-plus-award-fee CLIN.
The TWPC is currently managed by Wastren Advantage Inc. under a contract set to expire in January 2015. The facility is used to prepare contact- and remote-handled transuranic waste at Oak Ridge for off-site disposal. According to DOE’s notice this week, the new contractor will be responsible for managing the TWPC, along with performing surveillance-and-maintenance activities and supporting the Central Characterization Project (CCP) for final certification and disposition of TRU soil and debris waste to the Waste Isolation Pilot Plant. “DOE requires processing of other Remote Handled (RH)/Contact Handled (CH) TRU waste originating from the Oak Ridge National Laboratory (ORNL). Additionally, Nuclear Fuel Services (NFS) soils will be processed by CCP on-site as the TWPC schedule allows,” the notice says.
